    Malcolm Montgomery

Bringing Together Like Minded Supporters of Marginalized Communities & Individuals To Build A Safer and More Inclusive World

    Malcolm L. Montgomery
    Founder and Visionary, TheRainBowNavy LLC
Educator | Advocate | Entrepreneur | Community Builder

Malcolm Montgomery is a distinguished educator, visionary entrepreneur, and steadfast advocate for equity and inclusion. With more than 35 years of professional experience, Malcolm has dedicated his life to uplifting marginalized communities—first in the classroom and now through bold, innovative ventures aimed at transforming lives.

A retired educator specializing in teaching blind and visually impaired students, Malcolm brought extraordinary passion and insight into his profession. Being visually impaired himself, he understood firsthand the challenges his students faced. He went beyond teaching core academic subjects like mathematics and social studies—coordinating national conference attendance, chaperoning youth to cultural festivals, and ensuring that students with disabilities had the same exposure to enriching experiences as their peers. For Malcolm, teaching was not simply a job; it was a mission to expand possibility and affirm dignity for every student under his guidance.

Malcolm holds a Master’s in Special Education for the Visually Impaired from Peabody College at Vanderbilt University and a Bachelor’s degree in Social Studies from Louisiana Tech University, graduating with honors. He also completed advanced coursework in adaptive technology, landscape architecture, and environmental design, further deepening his holistic approach to education and accessibility.

Born in Baton Rouge, Louisiana, and adopted by the vibrant culture of New Orleans, Malcolm has made his mark in both cities—not only as an educator and advocate, but also as a successful property owner and real estate entrepreneur. He is a multimillion-dollar property owner, operating a portfolio of long-term rentals and multiple highly rated Airbnb properties across both Baton Rouge and New Orleans. His ventures into hospitality reflect the same values he brought to education: service, inclusion, and excellence.

It is this unique blend of compassionate leadership, business savvy, and community-rooted values that led Malcolm to found TheRainBowNavy LLC—a groundbreaking venture that fuses commercial enterprise with lasting social impact. Envisioned as a floating hospitality and entertainment platform, TheRainBowNavy is more than a business; it is a mobile mission. Operating from a docked cruise ship, it offers nightlife, lodging, dining, and health-focused amenities to travelers while simultaneously investing in outreach, education, and support for underserved LGBTQ+ and disabled communities, especially in Southeast Asia and beyond.

Malcolm’s extensive teaching background and property management expertise equip him with the skills to lead both the business operations and the social outreach arms of TheRainBowNavy. His tenure in the classroom taught him how to manage resources, resolve conflict, lead diverse teams, and inspire resilience—skills now channeled into the bold leadership required to launch and sustain this hybrid enterprise. With a deep understanding of the human experience, Malcolm ensures TheRainBowNavy remains mission-driven while achieving commercial viability.

An Eagle Scout, community volunteer, former Scoutmaster, and national mentoring program coordinator, Malcolm’s life has been steeped in service. Whether through the Boy Scouts, the National Federation of the Blind, or public education, his leadership has always centered on lifting others up.

Now, with TheRainBowNavy, Malcolm is setting sail on a new journey—one that harnesses the power of commerce, culture, and community to create a self-sustaining vessel of hope and opportunity. His enduring commitment is clear: to build a better tomorrow for those too often left behind today.

  • Our Acting Treasurer

    Arthur "Art" Landry

Bringing Together Like Minded Supporters of Marginalized Communities & Individuals To Build A Safer and More Inclusive World

    Arthur Landry
Acting Treasurer, Bursar and Visionary, TheRainBowNavy LLC
Accountant | Advocate | Community Builder

A devoted husband, proud father and grandfather, and committed servant‐leader of
Baton Rouge, Arthur “Art” D. Landry has spent a lifetime marrying professional
excellence with unwavering personal values. For nearly fifty years, Art has shared life’s
joys—and weathered its storms—alongside his wife, Patricia. Together they have
blended two families, nurturing children and grandchildren with the same steadfast care
he brought to every auditor’s report and conference room discussion.
From his earliest days as a fiscal accountant in Louisiana’s State Accounting Office
(1975–76) to his tenure as Senior Director of Financial Services for LSU Health
Sciences Center- HCSD (2002–12), Art has led with integrity, humility, and a singular
moral compass. A Retired Certified Public Accountant and previously a Chartered
Global Management Accountant, he rose through roles in the Legislative Auditor’s
Office, state agency internal audit, financial reporting, budget preparation, and
large‐scale systems implementations—always ensuring that the public trust was
honored and that every ledger entry aligned with ethical stewardship.
Art’s commitment to community runs as deep as his professional credentials. After
“retiring” from LSU in 2012, he continued to lend his financial acumen and servant’s
heart to Our Lady of the Lake Regional Medical Center’s Senior Services Division
Board—first as a board member then chairing the finance committee and finally as
Chair of the Board until term limited at the end of 2024. In parallel, he and Pat co-
founded the original version of the Congregational Care & Visitation Ministry at First
United Methodist Church of Baton Rouge, establishing a structured outreach program
that brings communion and fellowship to homebound members as often as the
    members request.
Guided by a strong social conscience and unrelenting belief in religious outreach, Art
has made it his mission to build bridges—welcoming neighbors of every background,
faith, and orientation. He champions inclusion, believing that our community is strongest
when all its members are embraced, supported, and encouraged to serve.
    Art’s broad career highlights include:
 Serving as a State Legislative Field Auditor and then Senior Auditor in Charge of
multiple field audit teams in the examination of financial records and
compliance with both state and federal regulations and reporting on those
    findings. (1976-1981)
 Serving in various leadership roles within the Finance and Internal Audit area in
    multiple Executive State Departments. (1982-1992)
 Overseeing 8 acute-care charity hospitals as System Controller (1993–2002),
ensuring $773 million in annual revenue was fully devoted to budgetary
    accountability and patient care.
 Managing a $15 million PeopleSoft General Ledger financial‐system conversion
for LSU HCSD (1998–2001), supervising cross-functional teams and protecting
limited public resources. This included re-engineering business processes and
supply chain management operations of the hospital system.

 Upon retiring after 36 years of service, Art returned to work at the request of
executive leadership leading the Department Office of Transportation and
Developments Internal Audit section in their Single‐Audit sub-recipient desk
audit reviews (2015–16), drafting policies and procedures that ensured
    opportunity is matched by accountability.

Through it all, Art Landry’s moral compass—anchored in faith, family, and service—has
been his true north. Whether mentoring young professionals in the multitude of
Departments within the State and/LSU HSC – HCSD system , serving as a board
member, vice president and then presiding over the Government Finance Officers
Association of Louisiana as president, or quietly supporting neighbors in need, he
continues to remind us that stewardship is more than money in the bank: it is measured
in lives uplifted, communities knit together, and a legacy of compassion that endures far
    beyond any balance sheet.

  • Our Acting Secretary

    Jeanne Anderson-Childs

Bringing Together Like Minded Supporters of Marginalized Communities & Individuals To Build A Safer and More Inclusive World

    Jeanne Anderson-Childs
Acting Secretary, Management Consultant and Visionary, TheRainBowNavy LLC
Restaurant Management Consultant | Advocate | Community Builder

Jeanne Anderson-Childs is the embodiment of resilience and resourcefulness, a widowed single mother whose “I-got-this” attitude has carried her—and her family—through every challenge life has presented. Fiercely devoted to the memory of her late husband, Jeanne has poured her energy into creating a loving, stable home for their son, Brady, demonstrating each day that loss need not define one’s path forward.

    Current Roles & Impact
As Acting Board Secretary and On-Site Consultant for Restaurant and Bar Operations at TheRainBowNavy LLC, Jeanne brings her trademark “can-do” spirit to every meeting and service challenge: whether she’s refining workflows, mentoring staff aboard the vessel, or ensuring each guest experience reflects the company’s inclusive vision, her steady confidence keeps the team on course. Meanwhile, as Owner and Director of American Tax Solutions, Jeanne has secured and delivered millions in Employee Retention Credits to small businesses across the southeastern United States—cementing her belief that strong families and communities are built on solid financial foundations.

    Entrepreneurial Journey
In the wake of her husband’s passing, Jeanne didn’t hesitate—she launched Everyday Gourmet Foods LLC from the ground up. With only her determination and a vision for thirteen distinctive Italian extra-virgin olive oils and balsamic vinegars, she negotiated directly with importers, led product R&D, oversaw logo and label design, and even sourced the perfect Italian glass bottles to stand out on retail shelves. Her comprehensive business plan and targeted marketing strategy brought this niche brand to life, proving that where others saw obstacles, Jeanne saw opportunity.

    Foundations in Hospitality
Her early career was marked by rapid advancement: as the youngest Catering Sales Manager at a newly opened Marriott hotel, she built and led a team of over a hundred—from housemen to bartenders—seamlessly coordinating events for groups ranging from ten to five hundred guests. Even earlier, during the construction of The Chopping Block, she introduced herself to ownership, helped design menus and specials with an eye on procurement and profitability, and then stepped in as Head Waitress—hiring and training her own team to deliver outstanding service from day one.

Across every role, Jeanne Anderson-Childs lives by a simple creed: see a need, solve it, and never back down. Her “I-got-this” attitude isn’t just a mindset—it’s the driving force behind every success, every innovation, and every family milestone she achieves.
